For the 1st step, the EPP conceptual framework should be mapped in the categories of general & specific goals, specific targets, scope, boundaries, and organization structure by the EPP Office in collaboration with business owners, governmental agencies and existing eco-labelling systems. Furthermore, the EPP requirements for Step 2 implementation are also outlined.

Step 2 Framing Certification Systems
For the 2nd step, it begins with setting labelling systems for eco-goods and services followed by selection of approaches to value the eco-points in terms of carbon emission reduction and monetary value. The process of eco-points certification is also set up by the EPP office.

Step 3 EPP Funding and Redeeming Systems
For the 3rd step, it provides possible options to set up schemes for eco-point funding and eco-point collecting & redeeming. EPP funding can be derived either from central funding or funding under a cooperation of business partners. The selection depends on the current status of low carbon policies, chosen goods & services sectors and country’s constraints. This step also provides operational procedure for consumers, EPP office and potential partners to work under their own roles and responsibilities (with respect to funding and redeeming aspects).

Step 4 Public Consultation
For the 4th step, public consultation methods are described and recommended. Applicability, validity, and communicability of EPP can be ensured by consulting with the public and relevant stakeholders in the early stage of EPP development.

Step 5 Implementing EPP
For the 5th step, plans and activities of EPP implement in Pre-implementation, Implementation and Post-implementation phases are elaborated. These plans cover overall project, budget, human resources as well as public consultation. Advertising activities, marketing events and project communication are considered and illustrated in this step.

Step 6 Monitoring and Continuous Improvement
This is the final step for assessing the results of EPP implementation. It also provides compulsory monitoring tools in order to monitor EPP progress and also provides feedbacks for future EPP implementation.
